Georgia Decree No. 602: tourist insurance explained

Government Decree No. 602, adopted on 26 December 2025, entered into force on 1 January 2026, not 2027. It approves minimum health and accident insurance rules for tourists entering Georgia, including an insured amount of at least 30,000 GEL. Scope and the five categories of exceptions

Article 1 of the attached rules applies to incoming tourists. It excludes diplomatic or special visa holders; diplomatic, official, service or special passport holders; accredited staff of diplomatic missions, consular establishments and international-organisation representations, equivalent representations and accredited family members; persons whose entry is provided for by Georgia’s international agreements or treaties; and drivers engaged in international road freight and passenger transportation. An ordinary passport nationality is not itself one of the listed categories. Establish any claimed exemption with the competent authority rather than assuming that visa-free travel settles the question.

Amount, period and issuer

Article 4 sets the minimum insured amount at 30,000 GEL. Article 3 requires the tourist to hold the policy on entry and be insured for the entire stay. Article 2 defines the insurance period as entry until departure, not exceeding one year. The issuer may be a Georgian or foreign insurance organisation authorised under the relevant country’s legislation to provide health and accident insurance. The decree does not require purchase specifically from ASSURA or Imedi L, and it does not set a commercial policy price.

Document form and what it contains

Article 5 permits paper and electronic presentation in Georgian or English. The definition in Article 2 describes the parties, covered territory, subject of insurance, start and end times, insured risks, insured amounts or limits, premium amount, and its payment place and deadline. Check those details in the actual document. A bank receipt or demonstration card may not contain them. The regulation’s permission to use an electronic document does not mean that an inaccessible link or a photo of only part of the policy is sufficient for practical presentation.

Who may check it at the border?

Under Article 3, the responsible person of the Patrol Police Department of Georgia’s Ministry of Internal Affairs may check whether the tourist holds the policy at a border checkpoint. The text does not say that purchasing one guarantees entry. It also does not itself specify a fixed uninsured-entry fine that ASSURA can quote from this decree. We do not add an unsupported penalty or claim that every officer must follow a particular remedial procedure. Questions about consequences in a concrete case should be addressed to the competent authority.

What remains a question for the insurer?

The insurer’s contract determines detailed benefits, exclusions, deductibles, claim documents and assistance procedures. The legal minimum should not be presented as coverage for every disease, activity or medical expense.
